Southend's development squad, managed by Kevin Maher, beat AFC Wimbledon 5-3 and Milton Keynes Dons 2-0 and, although they were defeated 1-0 by Luton Town, they topped the group by virtue of having scored more goals.
As for Swindon, they progressed due to a superior goal difference having also won two of their three group games.
The Robins beat Plymouth Argyle 4-1 thanks to goals from Jon Obika (2) and Brandon Ormonde-Ottewill, and also clinched a 1-0 win over Bristol Rovers.
They lost 2-0 to Newport County but had done enough to book their place in the Final against the Blues.
