Newport have denied Portsmouth the opportunity to speak to manager Justin Edinburgh about the Fratton Park vacancy.
The former Tottenham defender led the Exiles back into the Sky Bet Football League after a 25-year wait in May and they currently sit just one point below the play-off places and 10 points above Portsmouth.
The Exiles confirmed that director of football Tim Harris was contacted by a representation from Pompey, but after discussions with Edinburgh the club's board of directors rebuffed the approach as the south-coast club look to replace Guy Whittingham.
A Newport club statement said: "Tim Harris, director of football , received a phone call from a representative of Portsmouth FC seeking permission to speak to Justin Edinburgh about their vacant managerial post.
"After discussion with Justin, the board of directors have informed Portsmouth they will not give permission to discuss their vacant managerial position."
